Vermont’s HOME Act (Act 47, 2023) makes one ADU a by-right use on any owner-occupied single-family lot statewide, under 24 V.S.A. § 4412 — up to 900 sq ft or 30% of the primary dwelling, whichever is greater. Strong law, and models already deliver here. We haven’t decoded Vermont’s municipal zoning yet.
